Introducing 2025-2026 Randall Lewis Health Policy & Public Policy Fellows

IEHP Foundation is thrilled to welcome Randall Lewis UCR Policy Fellow Jocelyn Escobar (left) and Randall Lewis Health Policy Fellow Stephanie Fang (right).  

Jocelyn Escobar is a second year Master of Public Policy (MPP) student at the University of California, Riverside. She graduated with her bachelor’s in public policy in June 2025, where she was selected as the student speaker at commencement. Escobar’s passion for public policy began during a Policy 101 course, which she now teaches as a teaching assistant. Escobar is part of the inaugural Randall Lewis Policy Fellows Program, housed within the Center for Community Solutions, a research center of the UCR School of Public Policy.  

Her interests lie at the intersection of public policy and health, particularly within immigrant communities. Escobar is eager to intern at IEHP Foundation because she is committed to removing barriers that prevent people from accessing healthcare. 

“My lived experiences have strengthened my commitment to collaborating with IEHP Foundation to help advocate for policies that guarantee all residents receive the compassionate, high-quality, and comprehensive care they rightfully deserve,” said Escobar.  

In her free time, Escobar enjoys listening to music, attending live concerts and adding albums to her 60 plus vinyl collection. 

Stephanie Fang is a graduate student pursuing her Master of Public Health (MPH) degree also at University of California, Riverside. She also holds a Bachelor of Science in physiology & neuroscience from University of California, San Diego. Her experience working as a medical assistant at Planned Parenthood inspired her to pursue an MPH, with the hope of positively impacting the lives of patients and community members on a larger scale. Fang was matched with the IEHP Foundation through the Partners for Better Health Randall Lewis Health & Policy Fellowship.  

“I look forward to advocating for Vibrant Health and learning more about the public health and non-profit landscape of the Inland Empire alongside the Foundation and its partners,” shared Fang.  

In her free time, Fang enjoys gardening, sewing, binge-watching TV shows and discovering the next best restaurant.  

Escobar and Fang will be interning with IEHP Foundation from September 2025 through April 2026, assisting in various public policy, external affairs and data projects. We are looking forward to sharing more about their projects, growth and success.
